Revision of the Public Procurement Directives

The European Commission is undertaking a major revision of the 2014 Public Procurement Directives (Directives 2014/23, 2014/24, and 2014/25) to modernize how public contracts, concessions, and utilities are awarded across the EU.

Why the revision?
A decade after their adoption, the current rules have shown limitations:

  • Slow and complex procedures
  • Limited SME participation
  • Low integration of green and digital criteria
  • Transparency and competition concerns

A public consultation and call for evidence ran until March 7, 2025, gathering input from citizens, businesses, and public authorities.

Expert guidance & timeline

  • An expert stakeholder group was convened in January 2025 to support the evaluation.
  • The impact assessment is planned in 2025.
  • A legislative proposal to revise the Directives is also planned in 2025.

Key goals of the revision

  • Simplify procedures and reduce red tape—especially for SMEs
  • Promote strategic procurement, including green and digital criteria
  • Enhance resilience and autonomy, with flexibility for defense and dual-use sectors
  • Mainstream non-price criteria to support sustainability and innovation
